In 2006, CSL was engaged by the Iowa State University's Finance and Operations department to provide a financial feasibility study for an Athletic Facilities Master Plan. The Athletic Facilities Master Plan calls for over $80 million in capital facility improvements including a renovation of Hilton Coliseum, construction of a basketball practice facility and a renovation to Jack Trice Stadium. Funding for the facility improvements is expected to come from fundraising, private suite leases and incremental athletic department revenues from ticket sales, donor seating, television revenues and other such sources.

The financial feasibility study for the Athletics Facilities Master Plan included a review of the historical operations of the athletic department, Hilton Coliseum and Jack Trice Stadium; review of local market characteristics including but not limited to demographic and socioeconomic characteristics such as population, household income, corporate base, and alumni base; benchmarking analysis of the financial operating results of comparable Big 12 conference facilities; assessment of the impact of competitive local and regional sports venues; completion of over 750 email surveys of National Cyclone Club members, season ticket holders and the corporate community to assess support for a renovation of Hilton Coliseum and Jack Trice Stadium; development of a detailed financial model to assess the net incremental revenues that could be used to fund project debt associated with the Athletics Facilities Master Plan.

The results of the analysis will be used by the University's Board of Regents to determine whether to approve the issuance of long-term debt associated with implementing the Athletics Facilities Master Plan
